Throttle pickup timing (when the cam hits the roller) should be approximatly 4 deg ATDC. I would not say that you have too but you would see a performance gain as well as MPG increase.As long as the operation of the motor is fine, (idle, rpm, etc) then there is no reason to adjust the tabs. just loosen the arm and slide it to the right to contact the timing arm. Basically you set the wide open timing stop so that it does not advance beyond 19*. If the linkage is all set correctly the idle timing will be close.
